L'UNESCO déclare "l'Atoll de BAA" Réserve de Biosphère

Le Réseau mondial des réserves de biosphère de l'UNESCO couvre l'échelle internationale visant les aires protégées, connu sous le nom de réserves de la biosphère, qui visent à démontrer une relation équilibrée entre les humains et la nature et encourage le développement durable.

 

L'Atoll de Baa est connu pour sa beauté naturelle et prospère en termes d'écosystèmes marins. Afin de protéger la zone pour les générations futures, l'année dernière en Septembre, le ministère du Logement et l'Environnement a demandé à l'UNESCO de déclarer l'atoll de Baa comme réserve de biosphère.

 

Baa Atoll est une division administrative des Maldives composé de trois atolls séparés naturels, à savoir le sud de l'atoll Maalhosmadulu.

 

L’Atoll Maalhosmadulu est célèbre pour sa riche biodiversité qui comprend de grandes mangroves et une diversité unique de la faune. En outre, la forme des récifs en forme d'anneau sont une structure du récif qui est unique aux Maldives.

 

Hanifaru Bay est considéré comme l'un des rares endroits au monde où les requins baleines se rassemblent pour s'accoupler. La baie est cependant le lieu unique des plus grands rassemblements de Raies Manta dans le monde entier avec dans certains cas, des centaines d'individus venant se gaver de plancton...;)

 

 

 

Au cours des 23 ème session du CIC-MAB tenue du 28 ème Juin au 1 er Juillet 2011, à Dresde, en Allemagne, l'UNESCO a annoncé que la région répond aux exigences pour être déclaré en tant que réserve de biosphère de l'UNESCO, et a déclaré l'atoll de Baa comme une "Réserve de Biosphère":bravo:

 

La session a été suivie par le ministre du Logement et de l'Environnement, Mohamed Aslam, ce dernier a manifesté une grande fierté pour les Maldives et en particulier pour les habitants de l'atoll de Baa, déclaré en tant que Réserve de Biosphère de l'UNESCO.

 

Il a également noté que le gouvernement allait travailler en étroite collaboration avec les habitants de l'atoll de Baa et toutes les autorités compétentes afin de faire usage de cette opportunité.

 

À ce jour, l'adhésion totale a atteint 564 réserves de biosphère dans 109 pays produisent dans toutes les régions du monde. Cela prend déjà en compte certaines réserves de biosphère qui ont été retirées ou révisées au fil des ans, comme l'accent du programme est passé de la simple protection de la nature dans les zones affichant une interaction étroite entre les humains et l'environnement:cool:

Donc voilà ce qui va se passer: a priori jusqu'à janvier 2012 on devrait toujours pouvoir plonger dans hannifaru bay. Ils ont limité le nombre de personnes pouvant être présents dans le lagon en même temps et ça c'est bien quand on sait qu'une quinzaine de bateaux en même temps ont été vus dans ce lagon :mad: . On accèdera à la baie en passant par le lagon attenant car la navigation est interdite à l'intérieur même du lagon, là aussi à mon avis un bon point si on veut préserver les mantas et requins baleine :bravo: .

Après, les bateaux seront censés passer à 5 neuds max s'ils naviguent à proximité et là premier doute quand on sait comment naviguent les bateaux rapides aux maldives...

A partir de janvier 2012, plongée bouteille totalement interdite dans la baie, dommage mais logique quand on sait comment ça se passait dans la baie avant, tous les bateaux larguaient leurs plongeurs en même temps incapables de s'organiser entre eux pour essayer de faire un roulement: punition méritée mais vraiment dommage !! Seul sera autorisé le snorkeling pour une durée de 45 minutes max. D'autre part il faudra être accompagné d'un guide affilié: en gros un guide qui aura payé une cotisation pour devenir guide officiel hannifaru... Un ponton va être mis en place dans le lagon attenant à la baie et la mise à l'eau devra se faire obligatoirement de ce lagon pour rejoindre la baie à la nage, pourquoi pas. Puis progressivement seuls des bateaux spéciaux pourront vous amener sur le site, des sortes de taxis Hannifaru homologués et payants; L'accès à la zone devrait devenir aussi payant et sera surveillée par des "rangers" . Voilà grosso modo comment ça va se passer là bas maintenant on aime ou on n'aime pas mais c comme ça... Pour ceux qui aime l'anglais voici une partie du texte:

"The numbers and movements of all vessels within Hanifaru core area must be managed to ensure safe access to the site for all visitors that minimises disturbance to the mega fauna. Due diligence and common sense will ensure these activities are delivered in a professional manner.

All vessels entering and leaving the Hanifaru core area should adhere to the following procedure, as displayed in Figure 4:

Season 2011 (July to November):

1.

The schedule for the users will accommodate safari vessels and resorts to use Hanifaru area in an orderly manner. Hence the each safari vessels as well as resort and local vessels (not carrying international tourists) will only be allowed access on every other day. EPA will issue the schedule.

2.

Only five vessels (excluding rangers) are allowed to enter Hanifaru at a given time.

3.

The resorts and the liveaboards/safari boats will themselves organize a booking system or other arrangements to determine how they will operate within the 5 slots that are available at any one time.

4.

All vessels should enter/exit Hanifaru from the Northern Entrance Only (which is marked).

5.

Proceed to the drop area on the northern side of the bay (a jetty will be available from 2012).

6.

Visitors should enter Hanifaru Bay by swimming. Each group of visitors are allowed to stay in water for a maximum of 45 minutes.

7.

After dropping visitors, vessels should proceed to the mooring buoys established in the lagoon.

8.

Once observation is completed, visitors must return to the drop off area.

9.

Vessels should move to the drop off area (or to the jetty) to pick up their visitors.

10.

All vessels should leave Hanifaru from the northern Entrance only.

Note: A jetty will be constructed for arrival and departure of visitors during 2012. Once the jetty is constructed all visitors must use the jetty to enter/exit and to approach Hanifaru Bay.

Starting May 2012 onwards:

From 01 May 2012 onwards, the drop-off zone and jetty near Hanifaru Bay may only be used by EPA certified rangers and their vessels, official Hanifaru taxi vessels and their captains (from Dharavandhoo), EPA approved researchers, certified in-water tour guides and visitors that are in possession of the official “Hanifaru Token” (see section 3.6). No other vessels or persons will be allowed to use the drop off zone and jetty.

3.2.1 Specific vessel regulated activities within Hanifaru Bay

No water craft (surface or underwater) of any description is allowed to enter the bay.

􀂾

Ranger vessels can enter the bay during policing and/or emergency situations. Extreme care must be exercised.

􀂾

3.2.2 Specific vessel regulated activities outside Hanifaru Bay & within the Core Area

􀂾

No anchoring of any vessel on or in Hanifaru MPA (Core Area); mooring buoys will be provided in the holding area within the lagoon for vessels waiting to collect clients (starting May 2012 onwards, no vessel will be allowed within the lagoon, except for official taxi vessels and rangers).

􀂾

All vessels shall follow the drop off and pickup procedures. No vessel should allow clients to enter the water for any reason (e.g. mega fauna) in the areas of Hanifaru other than the area allocated for visitor drop off.

􀂾

Vessels within 200 meters of the Hanifaru MPA should not exceed 5 knots (9 km/h).

􀂾

Vessels within the Hanifaru lagoon (vilu) and in transit to and from the arrival and exit zone shall not exceed 2 knots (3.6 km/h).

􀂾

Only one vessel at any one time can be positioned next to the drop off/collect zone.

􀂾

All vessels that encounter mega fauna within Hanifaru reef during transit operations must ensure a minimum distance of 50 meters is maintained. Due diligence and respect for the animals must be exercised at all times.

􀂾

No vessel is allowed to enter or operate in Hanifaru Protected Area from 6:00 pm to 6:00 am (local time) for any purpose.

􀂾

The mooring buoys must not be occupied or used for any other purpose than that described in this plan.

3.3 Visitor Activities within Hanifaru Bay

􀂾

All tours operators and tour guides must have an official permit to enter Hanifaru bay.

􀂾

All tour groups (visitors) must be accompanied by an official certified tour guide with a maximum of 10 clients per guide.

􀂾

The number of persons in the water of the Bay at any one time shall not exceed 80.

􀂾

Tour operators are legally responsible for their client’s behaviour and actions.

􀂾

All tour operators need to ensure all clients entering Hanifaru Bay are fully aware and abide by the specific requirements of their permit and the Hanifaru Management Plan.

􀂾

Only free diving (snorkeling) is permitted from January 2012.

􀂾

SCUBA diving is prohibited from January 2012.

􀂾

Use of any motorized diving equipment (e.g. underwater scooter) is prohibited.

􀂾

Use of flash photography/videography is prohibited without a special permit from EPA.

􀂾

All physical contact (e.g. touching, ride on) with the mega fauna is prohibited.

􀂾

All visitors and guides are to maintain a minimum distance of three (3) meters from all mega fauna and every effort must be taken not to actively swim directly in front of any animal. In the case that an animal swims directly at a tourist the individual needs to remain motionless (e.g. floating) at the surface until the animal moves away.

􀂾

All research activities require a written permit from EPA; this permit must be produced upon request.

􀂾

Commercial videography / photography require special written permission from EPA. Hanifaru Management Authority reserves the right to charge for any commercial videography / photography.

3.4 Tour Guides

􀂾

From January 2012 all in-water tour guides MUST have an official government certification by EPA to undertake guiding activities within Hanifaru bay.

􀂾

All guides must have a permit to enter Hanifaru bay.

􀂾

All tour operators will be responsible for their guides to obtain and maintain their certification.

􀂾

The certification must be made available to all tour operators and individuals. A fee of 500 rufiyaa will be charged for each certificate.

􀂾

This Certification will be regulated by EPA.

􀂾

Tour guide certification must include at minimum information pertaining to the Biosphere Reserve, Baa Atoll Conservation Programme and its UNESCO zonation system, Hanifaru Management Plan including Hanifaru bay and mega fauna codes of practice.

􀂾

Cancellation of certification due to breaches must be an integral component of the programme.

􀂾

Certified guides would be responsible for the education of all clients associated with Hanifaru bay and the mega fauna.

􀂾

All tour operators and tour guides must pay the annual “Baa Atoll Biodiversity Reserve management and promotion fee” in order to receive and maintain official permits to enter Hanifaru bay (see section 3.5).

3.5 Hanifaru Access Permits/Charges and Visitor Centre

􀂾

In order to be allowed to free-dive (snorkel) for max. 45 minutes in the Hanifaru Bay, each client (visitor) will have to purchase a “Hanifaru Token” starting 01 May 2012 onwards.

􀂾

The “Hanifaru Tokens” will be issued and sold by the Baa Atoll Conservation Fund (BACF). Tour operators, resorts, dive centers, liveaboards etc., can sell “Hanifaru Tokens” ordered from BACF on to visitors, provided that they sell the tokens for the official price announced by the BACF.

􀂾

Clients without “Hanifaru Tokens” will not be allowed access to Hanifaru Bay and official taxi vessels. Officially certified in-water tour guides accompanying clients to Hanifaru Bay will be allowed access to Hanifaru Bay without “Hanifaru Tokens”, provided that they can identify themselves with a valid certification.

􀂾

One “Hanifaru Token” provides for the right of one client to access Hanifaru Bay once. Tokens will be validated when a client enters the taxi vessel. Clients will be able to keep the (validated) Token as a souvenir.

􀂾

In order to minimize waiting times, it will be possible and recommended to reserve seats on taxi vessels ahead of a trip. Such reservations will be made possible through an online form to be provided on the website of the Hanifaru Visitor Centre.

􀂾

Each visitor to Hanifaru Bay will receive ahead or during the taxi boat ride a laminated map of Hanifaru reef with Hanifaru Bay and key location sites. On the back of this document, the list of allowed and prohibited activities will be included. During the taxi boat ride, tour guides will be required to introduce (or repeat) to clients the allowed and prohibited activities in Hanifaru Bay.

All tour operators and tour guides must regularly pay to the BACF the “Baa Atoll Biodiversity Reserve management and promotion fee” in order to receive and maintain official permits to enter Hanifaru bay.

Starting May 2012, access to Hanifaru Bay will be possible by official taxi vessels only. Taxi vessels will leave once per hour from the Hanifaru Visitor Center and will have a capacity to carry up to 40 persons.

􀂾

The Hanifaru Visitor Centre will be constructed on Dharavandhoo Island. The Visitor Centre will provide for, among others, a taxi waiting area, toilets, restaurants, souvenir shops, meeting rooms, as well as multimedia rooms featuring information on Hanifaru/Baa and its fauna and flora.

3.6 Hanifaru Bay Rangers (EPA certified)

Rangers will be responsible for: a) monitoring the implementation of measures defined in this management plan; b) recording use of Hanifaru by vessels and visitors; c) providing emergency support to incidents in Hanifaru Bay; d) recording and reporting breaches of any measures to relevant authorities

􀂾

All rangers must be trained and skilled to undertake general policing, educational and emergency roles associated with all users of Hanifaru Bay.

􀂾

All rangers MUST have an official government (EPA) certification to undertake these activities within Hanifaru Bay.

􀂾

All rangers as part of the training programme for their certification must have a full understanding of all information pertaining to Baa Atoll Biosphere Reserve, BACP and its UNESCO zonation system, Hanifaru Management Plan including Hanifaru bay and mega fauna codes of practice.

􀂾

Cancellation of certification due to breaches must be an integral component of the programme.

􀂾

Rangers would require vessel driving skills, first aid and communication skills (preferably in several languages).

􀂾

The core period for on-site monitoring by rangers will be 1 June to 31 November.

3.7 Mega Fauna encounter outside of Hanifaru Bay.

The national Maldivian Whale Shark Tourism Guidelines should be fully adopted for all encounters associated with mega fauna (whale sharks and manta rays).

3.8 Penalties

Any party who breaches the Hanifaru Management Plan shall be subjected to penalties as defined in Environmental Liability Regulation (regulation number R-9 /2011).

Hanifaru Management Authority reserves the right to withdraw/suspend, permits/licenses for those who breach the Management Plan.

4.0 Monitoring, Evaluation and Review

The effectiveness of this Management Plan will be regularly reviewed during the 2011 season and at the end of each year. EPA reserves the right to introduce measures, including closures of access or the establishment of “No entry zones” within Hanifaru Bay, if necessary. A full evaluation of the management of Hanifaru MPA will be undertaken every 5 years.

Rangers, marine biologists, tour guides and the Visitor Centre will work together to provide effective monitoring of the use of the area by mega fauna, vessels and visitors. An annual report on the management will be submitted each year by the Atoll Council to the EPA."

Good News: Les Maldives ajoutent à la Liste des Espèces Protégèes...

 

Par ailleurs et en Complément:

 

Le gouvernement des Maldives a allongé la liste des espèces animales protégées par la désignation de "statut protégé" à 12 autres espèces, et ceci en vertu de la Loi sur la protection de l'environnement. Dans la lutte pour la conservation de la nature et la vie marine le ministère du Logement et de l'Environnement viennent d'annoncé ce jour cette déclaration.

 

 

D'autres espèces intègrant tous les types de baleines et de coraux, les requins, et tous les types de palourdes. LangoustesLes dauphins,les napoléons, les bénitiers, le corail noir, les requins baleines et les conques ont également acquis un statut de protection.A partir d'aujourd'hui tous les types de tortues de mer dans les Maldives seront protégés.;)

 

 

"Suite à la désignation d'un statut protégé pour ces espèces, à compter du 21 Juillet 2011, la capture, la possession, la vente et la nuisance à ces espèces sont considérées comme illégales et en violation de la Loi sur la protection de l'environnement », lire la déclaration du Ministère sur ce sujet.

 

Selon le ministère, ceux trouvés en violation de la loi seront condamnés à une amende en vertu du règlement, afin de préserver la biodiversité du pays et le patrimoine naturel pour les générations futures. Récemment une grande surface de l'atoll de Baa a été déclarée une réserve internationale de biosphère , et plus de six régions différentes ont été déclarés protégées . ;)

Les Rangers opérationnels dans l'aire marine protégée d'Hanifaru Baa atoll

Il y a quelque chose de remarquablement différent sur la saison actuelle des requins baleine qui va de Juin à Novembre dans la zone protégée du Hanifaru Baa Atoll. Pour le moment, jamais, des Rangers de l'Environmental Protection Agency opèrent dans la zone protégée Hanifaru.:)

 

Hanifaru Bay est reconnue internationalement pour ses rassemblements annuelles de requins-baleines. Les rassemblements se produisent généralement entre Juin et coïncidant avec des augmentations localisées saisonnières de la productivité de Novembre. Des raies manta sont également connus pour se rasembler dans la zone pendant la saison des requins baleines. Une industrie touristique basée sur l'interaction avec les requins baleine a été développé dans ce domaine et attire un grand nombre de touristes sur des bateaux de safari et des bateaux d'îles hôtel exploités durant la saison.

 

L'EPA et la conservation des écosystèmes Atoll (AEC) projet travail conjointement pour élaborer un plan de gestion pour cette zone depuis 2009. Les méthodes de gestion et les questions relatives aux opérations de bateau dans la baie, la méthode de la plongée, les distances à respecter pour nager avec les requins baleine, le nombre approprié de plongeurs et des opérateurs, et l'utilisation de la régulation, l'auto-régulation et d'instruments économiques examinés entre tous les intervenants et un plan de gestion a été créé en Juin 2011.:)

 

Les Rangers ont été affectés à ce domaine, comme le plan de gestion élaboré pour Hanifaru. Le plan de gestion comprend des objectifs de conservation et d'utilisation durable, avec quelques restrictions pour les opérations de plongée et d'accés dans la baie Hanifaru, de sorte que les richesses biologiques et naturelles économique soient protégées.;)

Ce sera également la première fois que l'EPA gère une zone protégée, en partenariat avec un conseil atoll et donne un bon exemple pour d'autres parties du pays et donc l'expérience serait reproduite dans d'autres zones protégées du pays.:cool:

      Bonjour à tous je suis nouveau sur le forum et j’avais une petite question de physiologie,   si j’arrive théoriquement a énormément augmenter mes réserves d’hémoglobine de myoglobine en bref mes réserves d’oxygène,   mon envie de respirer du au CO2 va venir plus tard, ou cela ne va rien changer ?    merci beaucoup pour votre aide

      Bonjour, je recherche un binôme pour aller plonger dans la réserve Cousteau. je serais à Bouillante du 23 mai après-midi jusqu’au 25 mai au matin. je ne sais pas encore d’à,s quel ce,tte je vais m’entendre, mais je pensais à celui des heures saines. je suis AOW (PADI) certifié NITROX Je suis calme et j’ai 50 plongées, les dernières remontant au 27 mars 2023 aux Maldives.       Cela fait plusieurs années que je plonge dans la réserve de Banyuls. Ors à mon grand désarroi je trouve de moins en moins de mérous sur le site et notamment le roc de l'abeille? C'est d'autant plus frustrant que c'est censé être une réserve très protégée. Est-ce la pléthore de plongeurs sur le site? Ou plutôt certains pêcheurs autorisés quand même à exercer dans celle-ci? J'ai même entendus dire que ceux ci se mettent à la limite des bouées avec des filets obliques qui eux sont dans la réserve?

      Salut,   Depuis que je plonge, j'entends parler régulièrement de la belle époque où on pouvait passer sur réserve manuellement. Ca m'interesse et j'aimerai comprendre ce système. Je dois être neuneu par je trouve rien sur internet...   Est-ce que certain parmi vous ont des photos et/ou schéma de fonctionnement? Comment on faisait pour passer sur reserve? Il fallait cliquer où?   Merci d'avance.
